绥远特别区是民国初年的行政区划，当时，袁世凯主导下的北洋政府为加强对蒙古地区的统治，便大力推行民政统治制度，分别在内蒙古划置3个特别区（热河、察哈尔、绥远）。
民国二年（1914年）1月，北洋政府公布设置绥远特别区，将原先由山西省管辖的归绥道12县，改由绥远城将军管辖，还有归化城土默特左、右二旗，伊克昭盟和乌兰察布盟也划归绥远特别区。1914年7月设立绥远道，所辖12个厅改为县。
1928年改称绥远省。
