杉原千亩（日语：杉原 千畝，1900年1月1日—1986年7月31日），日本岐阜县武仪郡上有知町（今岐阜县美浓市）人，是大正时代至昭和时代的日本外务省官员。
曾于第二次世界大战期间，任大日本帝国驻立陶宛代领事，期间私自大量发出过境签证给逃避德国纳粹党的犹太人，拯救了逾6,000名犹太人，有“日本的辛德勒”之称。
生平
诞生
1900年（明治33年），他出生于岐阜県武仪郡上有知町一个税务官的家庭。之后到爱知县上学，然后转移到朝鲜总督府管治下的朝鲜。
1918年（大正7年），他考上东京早稻田大学高等师范部预科，但翌年离开了学校。
日俄协会学校时期
1919年（大正8年），他考上位于满洲（今中国东北）的学校。10月，杉原进入日俄协会学校（今哈尔滨学院）就学，同年11月从早稻田大学中退后，以日本外务省公费留学生的身份派驻到哈尔滨，并开始学习俄语。
1920年（大正9年），在朝鲜加入大日本帝国陆军服务。
1924年（大正13年），以秘书的身份为日本外务省聘用，担任日俄协会学校和日本驻哈尔滨大使馆的副翻译官等。也曾于“满洲国外交部”工作，并派驻于胪滨、哈尔滨、莫斯科、赫尔辛基等地。在派驻满洲期间，杉原于俄罗斯正教会受洗，圣名帕夫罗·谢尔盖耶维奇；杉原于同年与一白俄女子结婚，但于1935年离婚。
满洲国外交部时期
1932年（昭和7年），任满洲国外交部外交官。但却于1935年愤而辞去满洲国外交官一职。其后杉原的夫人幸子道出他辞职的原因为，他相当不满且愤怒日本关东军在中国的暴行，他说：
| “ | 日本人对于中国人的行为是相当残酷且不人道的，完全没有将中国人视同为人类，对此暴行我忍无可忍。[1] | ” |
第二次世界大战时期
1939年（昭和14年），他奉派到立陶宛考那斯。杉原千亩的夫人杉原幸子受到突然窜进她脑海的《耶利米哀歌》启发，鼓励丈夫发签证以拯救犹太难民的性命，因此杉原不顾当时已经组成轴心国的外务省的训令，擅发日本过境签证予犹太人。他总共发出了近2,150张签证，由于签证可以让家庭成员使用，他可能拯救了逾6,000名犹太人。当杉原千亩的助手、且本身也是因杉原的签证而得救的摩西·祖匹克（Moshe Zupnik）问他为何愿意赌上他的工作去拯救他人的性命时，杉原千亩轻描淡写地说道：“我这么做只是因为我怜悯他们。他们想要离开，我就给他们需要的签证。”
第二次世界大战以后
1945年（昭和20年）日本投降后，杉原千亩沦为战俘，与家人在收容所待了一年，于1947年自欧洲返回日本，定居于神奈川县藤泽市。由于日本外务省诬陷其与犹太人有金钱交易，而将他免职。杉原自此过着困苦生活，其幺子亦在回国后不久因白血病去世。
以色列政府报恩
1968年（昭和43年），以色列驻日本大使馆通报寻求杉原千亩，并且与曾经接受他帮助的犹太人见面。
1985年（昭和60年），以色列政府颁发国际义人予杉原千亩，以表扬他的行为，使他的污名获得平反。当时以色列政府邀请他前往以色列领奖，但杉原千亩因病重无法远行，遂由其妻与子代为前往以色列受奖。1985年，即德国入侵立陶宛的45年后，有些人询问当年杉原千亩将签证发给犹太人的原因。杉原千亩表示是因为那些难民也是人，而他们需要帮助。
| “ | 你希望知道我的动机，是吗？其实那是一种任何人在与难民面对面，看着他们眼泪盈眶地哀求时会产生的情操。你会忍不住同情他们。那些难民当中不乏长者和妇女，他们是那么的绝望，他们甚至绝望地想要亲吻我的鞋子恳求。是的，我确实亲眼目睹这样的画面。同时在当下我感觉到，日本政府在东京并没有一致的意见，有些日军领导是畏惧于纳粹给予的压力，然而内务省内部却是矛盾的。
东京的人民没有团结在一起，而我觉得为此和他们打交道显得十分愚蠢，因此我决定不要等候国内的回应。我确信将来会有人抱怨我的行为，但我认为这是正确且应该做的事，救人命不会是件错事……在人性、仁慈博爱、善邻友好的精神下，我冒险做了这件事，面对这些最艰难的状况—但也正因为如此，我带着双倍的勇气往前。 |

因心脏病离世
1986年（昭和61年）7月31日，杉原千亩因心脏病在镰仓的医院逝世，享寿86岁。虽然他在以色列及国外都享有公开称誉，他在日本国内却始终保持低调。直到包括以色列驻日大使等来自世界各地，人数众多的犹太人代表团出现在他的丧礼上，他的邻居才知道他当年的事迹。
身后
名誉回复
2000年10月，日本外务省于外交资料馆设立纪念碑，称赞杉原为“具有勇气做出人道行为的外交官”。与此同时，杉原的故乡岐阜县加茂郡八百津町也设立了杉原千亩纪念馆。
影视文化
1997年，以杉原千亩的事迹为题材的美国电影《外交官的抉择》上映，由日裔美国演员克里斯·田岛饰演杉原。
2005年10月，由反町隆史饰演杉原千亩的电视剧《日本的辛德勒—杉原千亩的故事：来自日本的救命签证》（日本のシンドラー杉原千畝物語・六千人の命のビザ），在日本电视台播出。
