人事管理，人力资源管理发展的第一阶段（有时也作为广义的“人力资源管理”的代称），限于纯人事管理——工资和薪水的计算、人员档案管理。人力只是作为一种手段、而非目的，是通过企业流程所要实现的实际目的的要素而已。
