开城府，是朝鲜王朝为首都防卫而设立管理古都开城的官署，从二品衙门。
李氏朝鲜建国初期设立，1395年（朝鲜太祖4年）6月13日改称开城留后司，1438年（朝鲜世宗20年）10月15日复称开城府。
