酌情.
酌情（英语：discretion）的意思是自己按照情况，决定判断及行为。在法律上，通常不同职级的执法人员、官员、法官等基于法规认可所行使判断权力，香港称酌情权、中国大陆及台湾则是自由裁量权；意义类似中国传统所说的“便宜行事”，指“经上级许可，不用请示而自己斟酌情形处理事务。”[1]
如何处理自由裁量权是现代公共行政的重要课题[2]，原因是处置问题的方法通常不止一个，在多个选择中选取一个就已经有了自由裁量权；而适当给予前线员工自由裁量权可增加工作灵活性，是权力下放的一种。
