Mulkdor — mulk subʼyekti; mulk obʼyektiga nisbatan egalik, foydalanish, tasarruf etish huquqiy tamoyillari asosida mustahkamlangan huquqlarga ega boʻlgan jismoniy yoki yuridik shaxs. Oʻzbekistonda mulkdorlar qatlamini shakllantirish mulkni davlat tasarrufidan chiqarish va xususiylashtirish jarayonlari orqali amalga oshiriladi. 1991—94-yillarda kichik xususiylashtirish deb atalgan iqtisodiy islohotlarning 1-bosqichida aholi ixtiyorida boʻlgan davlat uy-joy fondlari tekin yoki imtiyozli tarzda xususiylashtirildi. Umumiy ovqatlanish va xizmat koʻrsatish shoxobchalari bevosita aholiga sotildi. Aksiyadorlar jamiyatida oʻtish, fermer va dehqon xoʻjaliklar, ijara korxonalarining tuzilishi ham bu borada muhim rol oʻynadi. Mamlakatimizda oʻrta mulkdorlar tabaqasini shakllantirishga alohida eʼtibor qaratilmoqda (qarang Davlat mulki, Davlat mulkini xususiylashtirish)[1].
