「鸞堂」又稱「善堂」。傳統而言,民間宗教中自有法師與乩童的身影,澎湖地區的民間信仰傳統最早能追溯至中國的華南地區。尚有另外一種以乩筆沙盤扶鸞、著造善書的神媒,與「武壇」乩童多舞刀弄劍的作法大相逕庭,被稱為「鸞手」或「鸞生」,又稱「文壇」。相對於乩童多出於庶民階層,而鸞手則多由仕紳文人出任。

澎湖的善堂發展奠基於1853年(咸豐三年),媽宮發生痢疾,一些文人之士以為天道不彰,欲勉人行善挽救天災,成立「普勸社」,奉祀聖帝真君(即關聖帝君)牌位,這便是澎湖善堂發展之起源,1887年(光緒13年),媽宮士紳林介仁出面復興宣講,並將「普勸社」改名「一新社」,沿用迄今。

一新社同時也是澎湖地區鸞手培訓的中心,在光緒25年(1899年)到民國66年(1977)期間,一新社陸陸續續輔導澎湖諸方村廟兼辦善堂(鸞堂),根據馬公市各里叢書(寺廟篇)記載,有高達45間之數。
