高级专员 (共和联邦)
高级专员是共和联邦成员国之间的高级外交官，一般来说级别为大使。负责一个国协成员国政府对另一个国协成员国政府的外交代表机构。此种外交代表机构通常被称为高级专员公署，而不是大使馆。[1]
概述
高级专员在共和联邦的所有56个成员国中使用，因为这些国家之间的外交关系传统上是政府级别的，而不是国家元首级别的，这在其他方面很常见。这是因为共和联邦所有成员国均以英国君主作为共和联邦元首。[2]在外交上，高级专员被认为在级别和作用上等同于特命全权大使，全称是“特命全权高级专员”。[3][4][5]
