基层民主，又称草根民主（英语：Grassroots democracy），是以基层为本，实行地方分权与直接民主制，将权力尽量赋予基层政权，让基层民众得以自行管理自己的社区和参与决策的政治模式。[1]
根据基层化原则（又称辅助性原则），政治权力将赋予到最低级的地方组织，基层拥有最高的优先权，基层分权组织拥有完全独立的自治权。实行草根民主的国家，它的一切政务和社区管理会尽量由地方政府全权决定，只有在地方政府向上呈请协助时，中央政府才可协助地方政府完成工作。
