耀德郡（韩语：요덕군／耀德郡 Yodŏk gun */?）位于朝鲜咸镜南道西南部，是1952年朝鲜大规模行政区划改编时新设的郡之一。有狼林山脉延经，包括泗水山（1747米）和白山（1724米）。其向东为东朝鲜湾。
