索卢放（？年—？年），字君阳，东郡人，曾任东汉洛阳令、谏议大夫。
索卢放以《尚书》教授一千多名学生。曾任郡门掾。更始时，有使者督察东郡，太守因犯了罪，当处斩刑。索卢放上前说：“现在天下所以敌视王莽，归心皇汉，是因为圣政宽仁的原因。但是使者到郡，并未有任何恩德。太守被诛杀，本来不敢说什么话的，但只怕天下因此惶惧，各生疑变。使用有功绩的人，不如使用有过失的人，使其能将功补过，我愿意以自身代替太守的性命。”于是上前准备赴义。使者认为索卢放仗义，于是赦免他，因这件事索卢放出了名。[1]
建武六年（公元30年），索卢放被征为洛阳令，政有能名。后因病请辞，调任谏议大夫，多次进纳忠言，又因病去官。
建武末，复征不起，刘秀派人用轿子把他抬到京师，在南宫云台召见他，赐谷二千斛，遣送他回家，并任命他的儿子为太子中庶子。后来索卢放在家中逝世。[2]
