新西兰是一个议会制民主国家，但没有正式的成文宪法，其政治体制基本效仿西敏制，即按照惯例而行。新西兰王国的国王是查尔斯三世，由英国君主兼任，且仅保留象征权力；由于他长年不在国内，任命总督作为他在国内的代表，任期一般是五年，责任包括任免总理和其他内阁部长，以及签署法案等事项。

新西兰议会是立法机关，议会实行一院制，故只有众议院，有120个席位，由总督决定召开和解散时间，但每届国会任期不多于三年。1996年开始采用单一选区两票制与联立制，各政党依其政党得票比例分配席位。新西兰的两大政党是新西兰国家党和新西兰工党，其他政党有第一党、绿党（Green Party）、毛利党（Maori Party）、联合未来党（United Future）、行动党（Act New Zealand）、麻拿党（Mana Party）。通常最大政党无法取得过半数席位，必须联合小党组成联合政府，直至2020年才由工党打破此局面。

获国会多数支持的（或多于一个）执政党会筹组内阁，成员负责掌管各政府部门，即各部门之部长，且往往是议员之一，故握实权（但小部分部长不属于内阁，并不出席内阁会议，但仍是议员，称阁外部长，为议会制国家少有制度）；内阁之首是新西兰总理，即新西兰政府的首脑、简称总理，且由获得新西兰议会多数支持的政党领袖按惯例获总督任命。内阁成员名单、国会选举日期、以及其他由总督参与的政治或非政治活动皆由总理建议，再经总督循例接纳；而总督的人选和任期，以及册封骑士爵位的人选等事项实际上皆由总理建议，再经君主循例接纳。至于副总理往往由单一执政党副领袖、或联合政府中较小党的领袖担任，往往兼任其他内阁职位，负责在总理外访、请假（尤其产假）等情况下代理其职务。故即使没有成文宪法，君主、总督和总理的职权没有定明，但上述宪政惯例被各方严格遵守，新西兰仍被视为完全民主的国家。
