留平（？—272年），扬州会稽长山人。父亲为东吴将领留赞，留略之弟。
生平
263年，与丁奉为了拯救蜀汉讨伐曹魏，攻打寿春，蜀汉灭亡后撤退。次年与陆抗、步协、盛曼攻打巴东太守罗宪。历征西将军和左将军。
266年，王蕃在宴会大醉得罪孙皓，平与滕牧为王蕃求情不成，王蕃当场被孙皓喊手下斩杀[1]。
同年十二月（267年1月至2月间），被陆凯密召与丁奉和丁固谋废孙皓并立孙休儿子为君主，因留平的反对使这计划作罢，但留平也发誓不泄露[2]。
271年，孙皓自伐西晋回师前，留平与右丞相万彧、右大司马丁奉商议先自行回去，被孙皓知道，受其怀恨。虽念着重臣的份上不被孙皓马上处置，但在次年同万彧相继受其鸠毒，幸得解药保命。不过留平约一个月后忧郁而死[3]。
小说《三国演义》与万彧、楼玄张劝谏孙皓暴行被杀害。
