朝鲜建国初期战争不断，电影发展相当缓慢，主要作品是一些战争记录片 。1950年代后期，朝鲜展开千里马运动 ，开始第一个五年计划，经济逐渐恢复，为后来的电影事业发展创造了条件。
1970年代是朝鲜电影的高峰。中国大陆 的观众也是在这一时期逐渐熟悉了朝鲜电影。
朝鲜电影往往有强烈的政治色彩，起到意识形态 的宣传作用。
