新南威尔斯州的地方政府区域历经自愿及非自愿的整并之后，行政层级主要分为两种，即“市”与市以外的“区域”。称为区域之地方政府在地方行政改革以前，主要的行政层级是“自治市”（Municipality）和“郡”（Shire）。1993年，《地方政府法》推行以后，尚有部分的地方政府曾定名为区政府（Region Council），尔后皆直称政府（Council）。
新南威尔斯州目前有152个地方政府，包括英文称为Unincorporated Far West的“未划定远西地区”和“霍伊阁下岛”等未划定层级，由州政府直接负责规范和施政。以商业或生活机能划定，该州将各政府再示别为14个地区：
