安格联爵士，GCMG，KBE（Sir Francis Arthur Aglen，1869年10月17日—1932年5月26日），原名法兰西斯·亚瑟·安格联，英国人，第3任中国海关总税务司，被称为“太上财政总长”。
生于英国斯卡布罗（Scarborough）。1888年，加入海关，先后在北京、厦门、广州、天津等关任职；1897年任税务司。1910年3月22日，接替裴式楷，任副总税务司，署理总税务司。1911年6月17日，任代理总税务司。1911年10月25日，因赫德病逝，正式接任总税务司。安格联在任17年，直至1927年1月31日因抗命被免职。[2]1932年5月26日，在苏格兰珀斯郡（Perthshire）逝世。[3]
