周有德
生平
1664年任山东巡抚[1]，后于1668年1月30日－1670年2月6日期间，奉旨接替卢兴祖担任广东广西总督。
康熙七年（1668年）秋，周有德奉命勘展边界，深感顺治年间海禁迁民之苦，乃上疏请先展界，然后设防。经他和前任巡抚王来任倡议，康熙八年（1669年），虽然海禁令尚未废除，船只仍不能出海，但准许居民可以陆续迁回故地。
复界后，锦田居民因感周、王二公之德，在康熙二十三年（公元1684年）在水头村建“周王二公书院”，以为纪念，并在书院内教育族中子弟，培育人材，而上水石湖墟本建有“报德祠”供奉周王二人，后因火毁，原址现有巡抚街纪念二人。
