卜兰溢爵士KCMG（英语：William Edwin Brunyate；1867年9月12日—1943年[1]）是英国公务员，曾任埃及司法部法律顾问，亦是香港大学第二任校长。
早年
[编辑]卜兰溢是韦斯利·卜兰溢神父及安妮·汤布森的二子，他先后就读巴斯的京士活学校以及剑桥大学三一学院，并在1888年和1892年先后以文学士和文学硕士毕业[2]。卜兰溢亦是一名卓越的数学家，更在1888年取得资深牧人（指在数学考核中表现优异的学生）的第二名[3]。1890年担任剑桥协会会长[4]。
1894年，卜兰溢在林肯律师学院取得大律师资格[2]。两年后与美国人贝法·毛德·韦邦成婚[5]。
埃及
[编辑]1898年起的23年，卜兰溢在埃及政府供职，期间曾经出任多项职务。1903年至1916年出任法律顾问，任内的1914年有份草拟英国保护国埃及苏丹国的成立[6]；1916至1919年出任司法顾问；1917至1919年署任经济顾问[2]，任内控制基本用品的供给和价格[7]。
1917年4月，英国控制下的埃及政府成立司法改革委员会，由卜兰溢出任主席，因此又被称为卜兰溢委员会[8]。委员会在翌年建议巩固英国的治权，招致埃及人强烈反抗[9]。卜兰溢明显轻视埃及人的反对，被问到如何回应可能出现的大规模民愤时，他仅指会“吐口水灭火”[10]。
1919年前，卜兰溢表明厌恶将埃及保护国改制为殖民地之类，当时他更有可能被人刺杀[11]。
1920年，卜兰溢因身体抱恙而退休，退出公务员队伍[12]。
香港
[编辑]1921年1月，卜兰溢获英廷殖民地大臣苗拿勋爵任命为香港大学校长后，抵港履新[13]:63。大学当时仍是成立初期，首届学生在四年前才毕业，而且校方财政不稳，因此卜兰溢在任的三年旨在以微薄资源支撑学校，幸好获得前校长佐敦教授领头，成功众筹超过三十万元，再加上其他人继续捐款协助[13]:65。卜兰溢的首年校长生涯不断寻找资金，成功成立多个由外地赞助的奖学金[13]:64。虽然卜兰溢成功挽救大学免于财政败坏，但卜兰溢被视为守旧冷峻，并不适合担任校长[13]:63,69。卜兰溢最终在1924年2月离职[13]:71。
美国
[编辑]卜兰溢后来专注美国法律，并在1933年撰有关于美国刑事程序守则草稿的文章[14]。
荣誉
[编辑]1907年，时任埃及司法部赫迪夫顾问的卜兰溢获颁圣米迦勒及圣乔治勋章；1916年，卜兰溢因任苏丹国法律顾问而成为爵级司令；卜兰溢也获颁奥斯曼尼耶大军官勋章和尼罗勋章[2]。
1924年，卜兰溢获颁香港大学法学士荣誉学位[15]。
