中核国際港湾（ちゅうかくこくさいこうわん）とは、中枢国際港湾の機能を補完するとともに、地域のコンテナ輸送に対応した国際海上コンテナターミナルを有する港湾。北米・欧州などと結ぶ長距離基幹航路の航路実現性を有する港湾として重点整備されている。
特定重要港湾、重要港湾など法制上の裏づけを持った港格ではなく、旧運輸省（現国土交通省）が1995年（平成7年）に策定した港湾政策「大交流時代を支える港湾」に明記された通称。3大湾・北部九州地域の中枢国際港湾と共に、コンテナだけを扱う埠頭の配置・整備計画を法定の港湾計画に記載することのできる資格を有する港湾を指す。
従って、中枢国際港湾・中核国際港湾以外の港湾では、コンテナを取り扱う埠頭・施設であっても、計画・整備面からは国際海上コンテナターミナルとはみなされず、一般貨物も扱う多目的国際ターミナルという位置づけで、一定の差別化がなされている。

現在、下記の8地域・8港が指定されている。8地域・8港とも重要港湾に指定されている。さらに特定重要港湾に指定されている場合は、港の名称の背景を水色にする。国土交通省発表の2007年（平成19年）の港湾統計の値も付記。
