Perang Saudara Liberia Kedua adalah perang saudara yang terjadi tahun 1999 ketika grup pemberontak yang dibantu oleh pemerintah Guinea, Liberians United for Reconciliation and Democracy (LURD), muncul di Liberia utara. Pada awal tahun 2003, grup pemberontak kedua, Movement for Democracy in Liberia, muncul di selatan, dan pada Juni-Juli 2003, pemerintahan Charles Taylor hanya menguasai 1/3 negara. Ibu kota Liberia, Monrovia dikepung oleh LURD, yang menyebabkan kematian banyak penduduk.
