Eusko Legebiltzarrerako hauteskunde-barrutiak

Eusko Legebiltzarrerako hauteskundeetan[1] Euskal Autonomia Erkidegoko herritarrek Eusko Legebiltzarkideak hautatzen dituzte. Eusko Legebiltzarrak hirurogeita hamabost kide ditu. Azkenekoz 2020an egin zuten.

Eusko Legebiltzarrerako hauteskundetarako legeria Espainiako 1978ko konstituzioak, 5/1985 Lege Organikoa, ekainaren 19koa, Hauteskundeen Araubide Orokorrari buruzkoak,[2] 1979ko Euskal Autonomia Erkidegoko Estatutuak eta 5/1990 Legea, ekainaren 15ekoa, Eusko Legebiltzarrerako Hauteskundeei buruzkoak —azkenekoz 2020an berregina— osatzen dute.

Hauteskunde-sistema

1979ko Euskal Autonomia Erkidegoko Estatutuaren arabera, legebiltzarkideak bozketa orokor, aske, zuzen eta isilpeko bidez hautatuak izango dira.[3] Hauteskunde-barruti bakoitzean, izen askoko ordezkaritza proportzional erabiltzen dute, hauteskunde-zerrenda itxiak dituena.

Hauteskunde-barrutiek hiru lurralde historikoekin bat egiten dute: Araba, Bizkaia eta Gipuzkoa.[3] Lurralde historiko bakoitzeko ordezkari-kopuru berdinak izan behar dira eta, 5/1990 Legeak hala aginduta, hogeita bost dira.[4]

Hauteskunde-zerrenden artean jarleku-banaketa egiteko D'Hondt metodoa erabiltzen dute, 5/1990 Legeak hala aginduta.[4] Banaketan parte hartzeko hauteskunde-muga boto baliodunen %3a da (hau da boto zuriak kontuan hartuz).[4]
