Riigivolikogu 66. valimisringkond asus Virumaal. Alates 1. aprillist 1939 kuulusid ringkonda osa Narva linnast, mis ei kuulunud 65. ringkonda ning Piiri, Raja, Vasknarva vald.

I Riigivolikogu valimiste ajal oli ringkonnas 10 264 hääleõiguslikku kodanikku.

Kandideerisid Karl Algvere (Põhiseaduse elluviimise rahvarinde kandidaat), Vladimir Mölder ja Aleksander Ossipov, kes said vastavalt 2045, 2147 ja 4524 häält, seega valiti 66. valimisringkonnast Riigivolikogusse Aleksander Ossipov.

II Riigivolikogu liige valimisringkonnast oli Adolf Pauk.
