The Bill of Rights Crisis of 2000 was one of the primary political crises of the Engel administration, and many historians rank it as a turning point in an otherwise prosperous administration that had just signed the Monroe Treaty only months earlier.
John B. Engel, leader of the Progressive Party of Miami and President of Miami, vetoed a critical amendment to the constitution that would establish four "unalienable rights" embedded into the document itself. Engel, who saw these rights as either too loose, too rigid, or in some cases, possibly chaotic in their interpretation of certain forms of Floridian governance, especially the "free and fair trial" portion which he believed would backlog the courts, and the second amendment in the Bill of Rights, which he believed to be much too lose an effect on the constitution and the power of the Miamian presidency.
