Redlinks on navboxes are strongly discouraged: see WP:EXISTING. There is plenty of wriggle room here, but the basic principle is that the navbox supports navigation between articles, which must thus exist, rather than being a long list of everything possible. Bondegezou, we've always worked positively together so I'm surprised that you would make such a dubious claim about redlinks being strongly discouraged. WP:EXISTING says that redlinks can be retained in navigation templates that represent a well-defined and complete set of data (geographic divisions, annual events, filmographies, etc.), where deleting red links would leave an incomplete and misleading result." (the general elections are a defined set of data that would be left incomplete by deleting the redlinks). It also says that redlinks should be avoided unless they are very likely to be developed into articles, and there is no reason to think that the articles, especially ones on local elections, wouldn't be created.
