Is "Uncle Albert" the inspiration for Paul Mccartney's song "Uncle Albert / Admiral Halsey"?

I was listening to the PM song and i feel this character was the inspiration for these song ... can anybody enlightme about this is true? ... thanks!

Alberts Naval Carrer

Why do we have Alberts carrer in the Navy on wikipedia and his stories also with his medals which i can show you

In "Hole in One" the brewery's barrister questions Albert about his war record and in response to Albert's claims to have been overseas:

Really, how odd! I looked into your naval record and it seems that you spent the best part of the war stationed in a storage depot on the Isle of Wight! Hardly overseas!

This was only Albert's second appearance and I don't think they'd established his war stories at this point - does he wear his medals or ribbons at any stage in the fourth series? Is this a basic continuity error (perhaps stemming from a "cross out the character's name" rewrite) or was it an early intention, perhaps subsequently forgotten, that Albert was telling tall tales and may not have acquired the medals legitimately? I'm not familiar with her work, but does a Russian-born American singer really reference a British sitcom character? Is it demonstrably not just a generic "Uncle Albert", or, given the mention of Doctor Robert, it's probably a reference to the Paul McCartney song.
