Vision and context still lacking

I'm listening in closely to what this article has to say and what the US Government is doing, but sorry to say, this article lacks any vision or context so far. It seems to be hardly more than a copy/paste of the Treasury March, 23 press release, which does not seem to be enough for an independent encyclopedic article. My Dutch friends and I will therefore submit an article on our wikipedia only when more has become clear about the impact, faults and prospects and about the ways in which the PPIP is supposed to really help the homeowner and the economy as a whole. Of course I am very much interested in discussing the outlines and help to get this article going, so you're welcome at my discussion page or here, to see where we can help each other. my issues with the page

it does not give the reader a quick, simple description of the basic facts.. rather i get the feeling of a 'wall of verbiage'. there are also controversial statements that have no citation. it also describes things that might happen in the future, which IIRC is somewhat not the wikipedia style. lastly, it is written sort of like an advertisement. im too tired to edit it, though. not feeling well.
