I think this should definitely get a section on the (hilarious) reaction of Brussels/Belgian residents on the request of the police not to give away whereabout information during the raids: nearly 400.000 cat tweets in about an hour or so, to drown out any information valuable for suspect terrorists.

Describing perpetrators in lede

The question is whether to refer to the Paris attacks as having been committed "by Islamic State of Iraq and the Levant" or, "by members of the Islamic State of Iraq and the Levant" I maintain that the first is proper because this was an operation planned and conducted by ISIL. "members of" would be used, for example, if the members of an organization conducted and carried out a terror attack without instructions from the organization to do so, but is not used to refer to agents of a government acting under orders.
