Title (from Library of Congress record): "Study these faces. It is the only known photograph of the Chief Commissaries of Kharkov, found in its half-destroyed condition, in Syenko's office after his flight. It will be evidence when some of these men are brought to trial. Study the faces. This is the type of man who has looted Russia, under the guise of a political liberation".
