The history of 199 Skyline traces its roots to regional public transport in the North West of England, serving key towns and cities in both Greater Manchester and parts of Derbyshire. From the 1980s and 1990s, the route became an important part of the services operated by High Peak Buses. This bus company is a joint venture between Centrebus and Trent Barton and took over services from previous operators. High Peak Buses have operated route 199 for years, though the service is often subsidized due to its importance in linking remote areas like Buxton with major transport hubs like Manchester Airport.
