İosif Stalin – SSRİ partiya, dövlət və siyasi xadimi, 1922-ci ildən ÜKP(B) MK-nın Baş katibi, 1941-ci ildən SSRİ Xalq Komisarları Sovetinin və 1946-cı ildən SSRİ Nazirlər Sovetinin Sədri. 1924-cü ildən etibarən SSRİ-nin qeyri-məhdud hakimiyyətə malik diktatoru. Stalin insan hüquqları anlayışının qeyri-mümkün olduğu, sərt komanda-idarəetmə sistemli, hərbiləşdirilmiş iqtisadiyyata malik, sivil dünyadan təcrid qapalı bir dövlət qurmuşdu. Bu sistem ölkəni iqtisadi inkişafına xeyli təkan versə də, bu milyonlara insanın qanı hesabına baş verdi. Onun idarəetməsistemi və metodları tarixə stalinizm adı ilə düşmüşdür.
